How Congress’ Proposed Medicaid Cuts Will Impact All New Yorkers  

 

Access to Care: More Than 1 Million New Yorkers Will Be Newly Uninsured

  • According to the independent Congressional Budget Office, over 16 million people will become uninsured by 2034 because of proposed cuts.1 It’s estimated that loss of coverage will cause 16,642 premature deaths among adults each year.2  
  • In New York, 1.2 million people will be newly uninsured due to Medicaid cuts and weakening of the Affordable Care Act (ACA). 3 Visit Medicaid Matters to see impacts by congressional district.4
  • 224,000 New Yorkers will be uninsured because they lose the Essential Plan and don’t qualify for Medicaid. The majority of people who will lose access are low-to-moderate income New Yorkers, immigrants and undocumented children.  
  • Proposed work requirements and red tape will cause people to lose Medicaid coverage.5
  • Health insurance premiums will rise for everyone. Premiums will increase by an average of 50% for patients who buy coverage on the ACA exchange.6 The AFL-CIO estimates that premiums for workers with job-based insurance could soar by nearly $500 a year for each person covered and nearly $2,000 for families.
     

Funding: Medicaid and Subsidized Health Insurance Face Severe Cuts

  • Nationally, nearly $800 billion will be cut from Medicaid, primarily by taking away health coverage from people who need it.8
  • New York is projected to lose $13.5 billion in federal healthcare funding.
    • 50% of the Essential Plan funding is cut.
    • New York State would need to increase state Medicaid spending by over $3 billion.
  • Hospitals are projected to lose $1.4 billion statewide from federal cuts.9
    • The cost of uncompensated care will increase by $737 million a year, straining state and hospital budgets.  
    • Hospitals will likely demand higher rates from private insurance to make up losses.  
    • Nearly 50 hospitals throughout the state receive 20% or more of their revenue from Medicaid. Public, safety net and rural hospitals will be especially hard hit by funding cuts.10
    • Approximately 70 New York hospitals will be at risk of closure from federal Medicaid cuts.11 

Jobs: Federal Healthcare Cuts Will Kill Jobs

  • The Fiscal Policy Institute estimates that nearly 79,000 healthcare workers could lose their jobs in New York, and hospitals could lose nearly 19,000 jobs.12
  • Many more workers beyond the healthcare sector will likely lose their jobs due to the economic spillover effects from Medicaid cuts—approximately 215,000 workers across all sectors will lose their jobs.  
  • Cuts elsewhere in the government will compound the impact of job losses. Health and Human Services is cutting training grants vital to the next generation of providers.13
